Why does one of my users only see their contact?

Your user is set up incorrectly. Region or County level users need to have a permissioned relationship to their Region or County affiliate. It likely set to none. It should be changed to “View” or “View and Update”. Another cause is if you failed to merged the user contact after adding them. To verify that the WP and CRM user is linked, you must see  “View Contact in CiviCRM” within their WP profile.
